I've added a GPLv2 COPYING file to SVN.

I have yet to see a proper license review of gnome-applets.
Just pointing to https://bugzilla.gnome.org/show_bug.cgi?id=552770 does
_not_ count.
Are we _sure_ we no longer ship any GFDL documentation ? I'm pretty sure
gnome-applets falling into disrepair predates or at least was around the
time as the start of the pandoc-to-mallard rewrite initiative, which
generally pushed for CC license.
For example, in applets/accessx-status/help/C/ we see
<!ENTITY legal SYSTEM "legal.xml">
which references the legal.xml in the current dir.
That one clearly states:
<legalnotice id="legalnotice">
<para>
Permission is granted to copy, distribute and/or modify this
document under the terms of the GNU Free Documentation
License (GFDL), Version 1.1 or any later version published
by the Free Software Foundation with no Invariant Sections,
no Front-Cover Texts, and no Back-Cover Texts. You can find
a copy of the GFDL at this <ulink type="help"
url="" or in the file COPYING-DOCS
distributed with this manual.
</para>
So in short, it's _NOT_ OK to just start stating random crap about the
code authorship or licensing, and I cannot and will not release
something like that.
Not so cheerful
