[gnome-flashback] gnome-panel menu icon sizes

Hi,
Earlier, the size of the icons in the gnome-panel menu could be set by using a line of the form,
gtk-icon-sizes = panel-menu-bar=16,16:panel-menu=16,16:panel=16,16:gtk-large-toolbar=16,16:gtk-small-toolbar=16,16:gtk-button=16,16
in the "settings.ini" file under ~/.config/gtk-3.0/.
This does not seem to work any more for the gnome-panel in the gnome-flashback( metacity ) session in Ubuntu 14.04.
Can someone please suggest an alternate solution that will work in Ubuntu 14.04 to set the icon size and separation between menu items in the gnome-panel menu?
