[gnome-flashback] New committer request: Alberts Mukt upāvels

Hi Jonathan, Josselin, everybody,

Alberts has asked me about getting commit access to gnome-panel.

He has been quite active in hammering out new patches, and while I might
have different ideas about which patch should go what branch, or some
whitespace issues, these are things we can catch during code review.

Therefore I am quite inclined to grant his request, if there is no veto
from my co-maintainers.
@Jonathan, @Josselin, are you OK with this ?
