Para mi también se ve este extraño formato. He agregado algunos comentarios en el issue de gnome-shell, para mi no está claro donde se genera ese texto para ver porque se está usando el formato inglés

En gnome-shell 3.28 el formato de fecha mostrado en el panel superior era: 
vie, 21 de sep, 00:00

en la version 3.30 se muestra:
vie sep 21 00:00

Mi sistema (Debian testing) tiene PO-Revision-Date: 2018-07-27 13:15+0200
y estoy usando es_CL como locale del sistema.
