Please, before opening a bug in GNOME try to find out whether is a GNOME bug or
a Ubuntu bug.
gnome-scan IS translated into Spanish: http://l10n.gnome.org/module/gnome-scan
since a long time ago, as you can see in that link, you can also check the
Spanish po file:
http://l10n.gnome.org/POT/gnome-scan.HEAD/gnome-scan.HEAD.es.po
Launchpad has nothing to do with GNOME translations.
To help with Spanish GNOME translation team, you could just "google" a bit:
http://www.google.es/search?source=ig&hl=es&rlz=&q=colaborar+traducci%C3%B3n+gnome&btnG=Buscar+con+Google&meta=
Wasn't that hard.
PS: gnome-scan is NOT a part of GNOME 2.2, perhaps GNOME 2.22, or GNOME 2.24.
