The only problem left for above approach:
When default QA is still set to the project's developer and only the
Default Assignee is set to gnome-user-docs-maint@: 
Somebody assigns the bug to herself to work on it, so we lose track and
contact to that bug report.

We might want to change also the Default QA to gnome-user-docs-maint  
If project developers still want to follow the doc bugs in their
project, we could add their previous default assignee as default CC.
