gnome-help:fdl URI?

I noticed that the gnome-control-center user guide has a weird
gnome-help: URI. You can see it online:
http://library.gnome.org/users/control-center/stable/index-info.html.en
It shows up the same in yelp.

And here is the source DocBook XML:

Is this meant to do something?
