Please release gnome-user-docs 2.18.3

I should review and commit a translation this weekend, so that the
Desktop User Guide will become 100% translated to Brazilian
Portuguese. I believe the whole pt_BR l10n team would appreciate very
much if someone could find the time to make a .3 release for the
package.
