Does Glade currently have a manual?
Glade has a programmers reference manual for the
libgladeui api which describes:
a.) how to integrate your toolkit into the glade tool.
b.) how to integrate the glade tool into your IDE.
But glade needs a user manual, references to old outdated
user manuals can be found on glade.gnome.org .
If so, do you want the docs team to have
responsibility for it?

Glade needs a user manual that is for sure, Vincent Geddes has
expressed an interest in writing one (CC'ing you here vgeddes,
maybe you can tell us what your availability for that is for this
comming season).
I guess if the docs team were responsable for it than it would
be more consistant with other gnome software manuals so that
would be a plus... (would also help with project synchronization
for translations and release dates of documentation suites ?).
