And a user (hopefuly) complains to his distributor, distributor
acknowledges the issue, and issues a fix: patched groff, perhaps with
all manpages converted to UTF-8 (so nothing breaks for anybody else).

It's a chicken and egg problem: nothing is happening until something
happens.  At least IMHO.  (Ideally, though, a "fix" and a new release
would come at the same time, so there would be no breakage at all)
