Matthias pointed out that the OMF files in
gnome-user-docs weren't being installed.
In fact, there were no OMF files, because
I forgot to add the .omf.in files to CVS.
I've added them and rolled a new release.
Since there were no real changes, aside
from build stupidity, I've versioned it
at 2.13.1.1.
Sorry for the screw-up.
