  I think framemaker has an XML export. You can try to use that
and then convert the XML directly to man pages or to some more sensible
XML syntax.
  The big problem is that I think framemaker is presentation oriented,
i.e. the markup you will get won't be semantic oriented but presentation
oriented and it's very hard to try to put back semantic on something which
lacks it.
