This is a dual responsibility item, but should be driven by the
documenters.

The developers need to add a string in the code every time a new author
is added to an application's documentation. However, they will have no
way of knowing they need to do that unless the documentation author(s)
tell them to do so.

So, when a new document is added to a package, or a new author is added
to the existing documentation, the relevant authors need to email the
maintainer or submit a bug report to have the new names added to the
About box construction code.
