String changes in gnome-panel

Hi!

There are i18n problems with 3 user-visible strings in gnome-panel
concerning the log out action [1]. Danilo Segan has found a good
solution that doesn't break the string freeze, so I'd like to make these
changes:

  * in the Actions menu and the foot menu, "Log Out $USERNAME" would be
    changed to "Log Out". This is the most visible change.
  * the tooltips for both menu items would change too

Is this a problem from a documentation point of view to change the
strings at this stage or is it ok for you?
