I believe this is a known ScrollKeeper bug.  ScrollKeeper is the system
that keeps track of all the installed documentation.  I can't seem to
access the ScrollKeeper site just now to find the bug.

Unfortunately, the GNOME User Guide is registered with ScrollKeeper by
chapters, rather than as a whole, due to slow transformations.  Most of
the entries you see under the "Desktop" category are from the GNOME User
Guide.
