A category does not need to contain full manuals.  The point of adding
categories to Scrollkeeper is to help the user easily find the
documentation to each program.  The user doesn't care, nor should they,
about the distinction about whether an item is a program or not.  They
don't even care if the manual is a part of the User's Guide or another
manual.  All they know is where in the menu the program they are having
trouble with is located.

With the above in mind, I don't think a user will have the patience to
go and look all over Yelp to find the help for programs (or desktop
components) in the Action menu.  I agree that the User's Guide is a
reasonable location to put the help for these parts of GNOME, but I
think it is unreasonable for the users to search extensively through
Yelp to find the help for a "desktop component" (aka program) which is
so conveniently located in the Actions menu, but hidden in the User's
Guide.

The point of documentation and end user help is to make the user quickly
find the solution to the problem they are facing.  This shouldn't entail
browsing through over a hundred page manual, like Sun provided in the
twentieth century.  Our docs should be easy to locate and I believe that
adding the Action category is a easy way to improve the usability and
time it takes to locate the appropriate help documentation.
