This is an excellent idea. Similar to the fdl (and, we hope, the
glossary), bugs.sgml could be part of the standard docs installation. This
would give the same flexibility as the custom dtd (a good idea, but...)
without forcing our tools and tool users to cope with a non-standard dtd.
