Use the 3.1 DTD

The 3.0 DocBook DTD does not have support for <legalnotice>, which is now
a part of the application template.  In order to work with application
manuals with a <legalnotice> you must upgrade to the 3.1 DTD.

You can get the 3.1 PNG-enabled DTD from:

http://www.labs.redhat.com/png/png-support.html

On Red Hat, this goes in /usr/lib/sgml/.

You need an entry for it in your CATALOG file:

PUBLIC "-//GNOME//DTD DocBook PNG Variant V1.0//EN" "png-support-3.1.dtd"

(Note this refers to "png-support-3.1.dtd")
