Yes, this is a spam advertising cash prizes for translating Pan. :)
You're receiving this beacause you're either listed in a .po file
of Pan's, or you're listed as the team lead for that language on gdp.

PAN

   A new release of Pan (0.13.0) will be released in a few days.
   The frozen branch is cvs head, in the pan directory, on gnome cvs.
   The .po and .pot files can also be found at gdp's page,
   http://developer.gnome.org/projects/gtp/status/gnome-2.0-fifth-toe/

FEWER, LESS-INSANE STRINGS

   Based on the lart'ing I got on #i18n, I've tweaked the
   strings to be more consistent, shorter, tyop-free,
   and merged similar strings. So 0.13.0 has 60 fewer
   strings than 0.12.1.

PRIZES

   In June I tried to lure translators to 0.12.0 with prizes,
   which worked better than anything else has.  So Thursday
   night (Aug 8) I'll draw from the list of people who've
   committed complete translations and give the their choice of
   a $25 Amazon gift certificate or PayPal deposit. :)
