Why don't you ask the one who created it? :-)

The point is (was) to deal with the interdependency of libgda-3.0 and
libgda_{graph,handlers}-3.0.  Somehow the SVN import of win32/dummy.la
got messed up, and an empty file was imported instead.  This was fixed
in post-2.99.5 SVN r2848.

Note however that the interdependency causes problems with linking on
Linux as well when -Wl,--as-needed or -Wl,-z,defs are used.  It was
proposed to merge the libraries to avoid this; a patch is pending in
Bugzilla[1].  This will also obsolete the whole Win32 bootstrapping hack.
