Why LIBGDA_PLUGINDIR, LIBGDA_LOCALEDIR, LIBGDA_GLOBAL_CONFIG_FILE and
LIBGDA_GLOBAL_CONFIG_DIR are defined in the Makefile instead of
config.h?. The second is not better?.
