GPL would be the ideal.

It'll happen with all GFDL'ed docs sooner or later. If nothing goes
wrong, the next Debian stable release (sarge) will be released with the
GFDL licensed stuff, but after that everything will have to be
re-licensed or moved to non-free.

I've done some browsing and, although most GNOME documentations seems to
be GFDL, it doesn't seems to be mandated by the GNOME Foundation.
Actually, I didn't find even recomendations... Did I miss it?
