This shouldn't happen, since xml-i18n-tools should take care of creating
this file. What version of xml-i18n-tools do you have?

Anyway, a quick workaround would be to copy
GNOME_GDA_Provider_Sybase.oaf.in to GNOME_GDA_Provider_Sybase.oaf
