xml-i18n-tools issue

This may be a feature, but it is rather a painful one:

the rules produced by:

@XML_I18N_MERGE_OAF_RULE@

	Will cause serious problems if there are no po files in the po/
directory yet, ie. the rule will totaly fail to work, in such a way as if
it looks as if the rule is not working, causing pain and hair tearing.

	A mention of this in the README might be a help.
