Although we don't really use the CLOSED state, NEEDINFO bugs have a
tendency to jump to CLOSED after a few months simply due to the nature
of the NEEDINFO hack.

People don't normally take bugs past the FIXED stage (although the Wipro
dudes do like verifying some bugs), although if you can verify a bug,
it's probably worth updating the status.
