It seems that starting from quantal, libnl is new enough:

libnl is required by NetworkManager and libvirt. Boxes does not need
NetworkManager. libvirt can use any version of libnl3, and it can also
use libnl 1.1. NetworkManager requires libnl 3.2.7 or newer. Unfortunately,
the jhbuild check is following what the module with the most restrictions
need (ie libnl 3.2.7 or newer). I'm not 100% sure what to do about that
one.
