ANNOUNCE: gnome-video-effects 0.4.0 released

A new horizontal flip effect was added, as well as many translation 
updates.

A collection of GStreamer effects to be used in different GNOME Modules.

  - Pre-release version bump to 0.4.0
  - autogen.sh: create m4/ directory
    https://bugzilla.gnome.org/show_bug.cgi?id=669715
  - Add horizontal flip effect, fixes bug 666930
  - Overhaul build system
    Update .gitignore. Simplify Makefile.am. Update configure.ac, and do not
    use AM_GNU_GETTEXT with IT_PROG_INTLTOOL. Create an empty build-aux
    directory in autogen.sh.
  - Add David King as a maintainer
    Additionally, update the Bugzilla location. Remove obsolete MAINTAINERS.
