ANNOUNCE: GNOP (Gnome Properties) 0.1 released

Creating GNOME configuration dialog boxes was always a pain.  GnoP is a
library aiming to make this simpler.  It uses an XML file that describes the
configuration data and the dialog and builds and connects it for you.  All
you do is bind to GConf to catch the changes in configuration.

This is the 0.1 release of the library, and is very experimental.
