This is because for now only rate can be set for a festival speaker. A bug against gnome-speech is opened for this issue.

The old version of driver keeps talking in case of quick navigation. The new version is more responsive. A new user action interrupts the old output. Try speech interrupt test for both versions to notice the differences.
