If gnome-panel does not need libgail-gnome in gnome 2.32, I think no application
will need libgail-gnome. So I think maybe we just remove the schema file which
shipped by libgail-gnome to prevent it is loaded.

Oh, the patch is completely useless for 3.0. It's really only needed for
2.32, since that's the only version where you will have the issue.
