Feature 350263 (Preferred Applications) did not make the cut off for
GNOME 2.18, so 386411 will need to be backed out to reinstate the
launching of the hard coded ATs; otherwise, GNOME 2.17 is broken.

Secondly, a concern has been raised that the AT Preferences dialog now
only has the "enable assistive technologies" checkbox; however, I was
under the impression that new a11y features would be added later. I
think it is okay for it to be sparse for the moment.
