In any case, putting the libgnome module on the end is good anyway, since
the module that was passed to the gnome_program_init should be able to order
it's dependencies, and prepending libgnome module rather then appending it
makes it impossible.

That is, you CAN make libgnome module dependency on libgnomeui always load
after some other module, since you control the order of your dependencies.
