I'd agree that "Apply" is useful, and that not all changes can be
practically applied immediately.
I have reservations about "OK" however, as it seems relatively
meaningless in a multi-page dialog. Its also unclear what its action
will be depending on whether changes have been made or not.
I'd prefer to see "Apply/Revert/Close". If people are concerned about
"Close" losing changes, a pop-up "You've changed stuff - keep it or lose
it?" dialog would be sensible and useful.
