10 days before release candidate 1 is an absolute code freeze, which
is a period for ducmentors or translators to do their final touch-up
work (most strings should not have changed and should already be
translated). We're not going to insert more time in the schedule for
translations this time around cause 1.4 really needs to get out. 1.4.1
will hopefully allow for a longer pure translation period.
