It's not just you. There's some problem with the 1.12 installer:

I have not received mail about this bug. It would be nice If you could
CC me on bugs concerning the Windows installer, or make me receive them
automatically (probably by adding a new win32 component, and make me the
default assignee for those bugs).
Do you see anything if you start it from a command-line?
Should i install all libraries mentioned
on http://www.glom.org/wiki/index.php?title=Download? I thought that
this would be included in the Windows installer. And besides that, i'm
capable (and i understand how and why) to install this libraries. But
the average Windows users does not get this. is there maybe a way to
install all libraries in a quick & dirty & way?
I doubt it's a problem of dependencies.
And is it true that a Glom file that is made in Linux not can be used
under Windows ?
That might be a problem for self-hosted (PostgresSQL) databases. Those
files are too big by default too.
