What does "pkg-config --cflags --libs gtk+-2.0" output?

Look for the GTK+ directory that it outputs (normally
"-I/usr/include/gtk-2.0") and check that the GTK+ headers are actually
there.

(I suspect you don't have headers installed and need to install the
gtk2-devel package).
