I was wondering if the release of win32 port comes later than other
versions, because the one I was using was the latest win32 port
available which includes:
glib is now 2.4.8 (new upstream release)
gtk+ is now 2.4.14 (new upstream release)
glade is now 2.6.7 (devel only, new upstream release, though this
release does nothing about win32)

What do I need to do in order to get the win32 port or to get win32 port
released for GTK+ and Glib 2.6? Is that pkg availabel on other web site?

I think the tarballs for glib, gtk+ and glade are all cross-platform, so
if you want to compile them yourself on win32 you can.

But the packages on http://gladewin32.sourceforge.net/ are compiled,
easy-to-install packages, just for win32. You could email the maintainer
and ask when the next release will be.
