I think you are seeing the 'new' icons which appear now. They are 
more 'stylized' from the icons from previous GIMP versions.
In my eyes not an improvement, but I guess that's a personal matter.

Also, I think they are meant to indicate that they have sub-menus
to select the actual function you need by right-clicking (notice there
are less icons than before?).
