Not that i'm aware of.

Note that operating systems often include a magnify mode.

For example, in Gnome 3 used on many Linux systems, go to the
accessibility menu on the top panel and enable zoom; then, superl-alt-+ 
and super-alt-- will zoom in and out, and yes, it follows the mouse.
You can change the keys (search for zoom in Settings and scroll down to
the key bindings for Zoom in and out; Super is the Windows key on many
keyboards).

So you can use this while you are in the middle of making a selection,
for example.

It is not quite the same as the feature you are suggesting, though, as
GIMP won't add extra detail to the magnified pixels.
