A Bit more info so some-one can help you

The operating system,  windows - which one, or a Linux , Debian or Arch based
is it only brushes you cannot use or do the other features/tools work or not
work.

Re-installing will not do much as the original install made a config set of
files that don't uninstall with Gimp they stay in, re-installing will only
produce what you uninstalled,

In other words a lot of effort and no fresh result.
