yup. so were betas of ios 13. and it was so bad that 13.1 had to be rushed out five days later, followed 
almost immediately by 13.1.1, which in turn was followed by 13.1.2, and all of this in the last month. 
meanwhile, catalina seems to have broken a lot of things, many photo-related:
