GIMP 2.8.x is 8-bit not 16-bit capable. To get 16-bit capability you need the new 2.10.x version. That's what I have and it does, in that dialog, have options for bit-depth (including Endian options).

System) .img image in GIMP 2.8.20 (!) by changing the image file type to .data.

Unfortunately, there’s no bit depth parameter available. How difficult would it be to provide that in the “Load Image 
From Raw Data” GUI? P’shop provides the following in their "Photoshop Raw Options" dialog:



If there was even just an option to choose 8-bit or 16-bit image depth, that’d be a big help.
