There are two colour pickers available in 2.8. (At least true for
2.8.22 as in the Linux Mint repository)
Both are available from the Toolbox.
The first is accessible from the "Eye Dropper" button, which can only
select from the image.
The second is accessible from the overlapping Foreground/Background
colour tool. When you click on either of the foreground/background
rectangles a colour picker dialogue opens and that includes an eye
dropper that will select a colour to use for that rectangle anywhere
on the screen.
