[Gimp-user] upgraded program crashes (was 32-bit version of 2.10?)

It did indeed properly upgrade 2.82 on my 3b2itWin8.1 PC.
On my 3b2itWin7 PC however, while the install finished, the program
crashes on Startup (w/a Windows msg that the program "has stopped working"
so it will close program). I tried re-downloading the installer, same
issue.
What should I try now? Is there something less drastic than uninstalling
completely before re-installing (I'd love to avoid re-customizing the
program)?

I tested that it properly upgrades 2.8.22, and it works as a new install,
too.
