Can one run rc 2.10 concurrently with ver 2.8.xx?


Yes

By default it installs to C:\Program Files\GIMP 2.10\

The Gimp profile is separate in C:\Users\your-name\Appdata\Roaming\GIMP\2.10\

My advice if installing. 

Disable (rename) temporarily the Gimp 2.8 profile to prevent migration of
existing settings. Start off with a clean installation.
