I would like to create a similar blue toned image like the one attached. Any
advice appreciated.

Image -> Mode -> Grayscale

Filters -> Distort -> Newsprint (you will need to play with the options here)

Image -> Mode -> RGB

Image -> Colorize (increase lightness a tad, then adjust the hue)
