This LinuxMint release is a recent new install of LinuxMint 18.1.
Using
the gimp-edge PPA on LinuxMint 17.3 this issue *did not* occur. I have
searched the bug system for "resynthesizer" and "heal" with nothing
relvant.
I'm working on an "old family photographs" project and the current
image is
badly scratched. So, I'm creating masks then using them for
selections, and
then running heal selection. Issue is trying to use heal-selection. I
get
an odd error that I did NOT get with the gimp-edge PPA when installed
on
LinuxMint 17.3:

This is odd because a gimp 2.9 install with gimp-edge PPA worked just
days
ago on LinuxMint 17.3. and because both resynthesizer and
resynthesizer-gui
*are* in the plugins directory where they are supposed to be. All
files are
owned by me and the execute bit is set. *It is doubly odd because I
get
the same error with the standard LinuxMint 18.1 repo Gimp version
2.8.16.*
Anyone have any ideas? I have uninstalled/reinstalled,
purged/reinstalled
with no change. Error remains.

You seem to have done all the obvious - permissions etc.
I assume you are using the Gimp 2.9 profile ~/.config/GIMP/2.9/plug-ins. Is that
correct? There is a deprecated procedure in plugin-heal-selection.py that throws
up warnings but it should work.
Where did you get resynthesizer from? Is it the correct flavour 32/64 bit ?
Strange that it fails with regular Gimp as well. Does resynthesizer alone show
and work: Filters -> Map -> Resynthesize Again is everything in the appropriate
Gimp profile.
Do other python plugins work OK?
Do you run Gimp with compatibility mode on? If not try it.
gimp2.9 --pdb-compat-mode=on
I keep a small collection of "2.9 plug-ins" that work for me, includes resynth &
heal-selection. Using Kubuntu 16.04 which AFAIK is equivalent to Mint 18. As a
long shot you could try that version.
