For GIMP, no, it's not an issue.

There can also be moral rights associated with a creative work - for
example, someone could write a free/lire program but say it could not
be used to promote child pornography or the Roman Catholic church,
independently of any copyright.

However, again, I doubt that's an issue for GIMP.
