You can't, but that usually is not needed -
what you are probbly missing is that by holding "shift" + click when
using the move tool, you will always move the current active layer,
not the layer with the first non-transparent pixel under the pointer.
(which is usually the situation when you'd be moving a layer you don't
want too)

When I accidentally move a layer, I do a Ctrl+Z and then make sure the select tool is on "Move selected 
layer"
