In fact,  the "official" plug-ins are all those that are shipped with
GIMP source code - and only those.
These official plug-ins are under GPLv3 or later, just as GIMP itself.

Everything else is not covered - and each plug-in might have its own license.
I remember several years ago about a discussion on the developer list
about that there should bean explicit exemption
of the GPL for third party plug-ins (since, for example, there was
even a plug-in that allowed use of photshop binary plug-ins at the
time). - and the result of that discussion it is there in the
"LICENSE" file that ships with the source code
(pasted bellow).
